Split row into multiple rows based on date range

I'm looking to take a row that has a StartYear and EndYear, and split it into multiple rows based on year.  The EndYear of one row overlaps with the StartYear of the next row, so I would want to stop at EndYear - 1.  Any ideas?  I assume this would be done in the Query Editor?
