I am currently encountering the same issue.
Honestly, in my situation, I could never figure out what caused the issue, but magically it resolved itself over time. Sorry that I can't be of much help. What I did do back then was open a ticket with Microsoft Power BI support and had a meeting. But when it came time to show them the error, it pulled a classic hide-and-seek on me and didn’t show up...typical, right? haha
