After flicking through several post on this matter, I found no suitable solution to my problem and so I'm turning to you for expert advice. The posts I consulted are:

Problem statement: I have a matrix visual which is acting as a pivot table. On the rows, I have the different clusters I want to keep visible all the time. On the columns, however, I want the slicer to filter them. Moreover, the values should be affected by the slicer too.
My table has the following structure:
Row header | Column 1 | Column 2 |
Skill_A_Department_B_Segment_C | Value % | Value % |
Skill_B_Department_A_Segment_C | Value % | Value % |
The slicer (empoyee ID) should only filter the columns and their values, leaving all the rows visible all the time even if the person cannot be classified as Skill_B_Department_A_Segment_C so to say .
Regarding the data sources, both columns and rows come from the same table. Only values are being retrieved from a different data source but both are linked.
Is there any way to achieve that?

Thanks a lot @amitchandak , in the end it'll be cleaner if I transform the data back to wide format via data transformation. Anyhow , the video is a great resource!
