Simple Territory Map using Shape Map

Friends,

 

Today is my first day trying to create a visualization in Power BI. I am very excited to learn something new. My first attempt is to create a simple territory map. I've seen examples and assumed I could do this one. The 2 attached images are from Excel and from Power BI. Please tell me what I am doing wrong in Power BI.

That looks like an awful lot of work. I was thinking it might be something very simple. It's been a long time ago, but I really do miss Microsoft MapPoint. Territory maps were very simple. Thanks.
