you can do it eaisly in visualization pane set as Sum aggregate for Sum field and max for Date field
lastnonblankvalue(Table[Date], Sum(Table[Sum]))
max(Table[Date])
or
calculate(lastnonblankvalue(Table[Date], Sum(Table[Sum])), allexcept(Table[OpNr]))
calculate(max(Table[Date]), allexcept(Table[OpNr]))
to avoid GT
if(isfiltered(Table[OprNo]), max(Table[Date]), blank())
