Hi Tina_Robinson ,
As far as I know, 404 error should be an no found error. In my test, if I paste the url to PowerPoint which is signed in by the account which doesn't has access to this report, I will reproduce this error: "Http Status Code: 404".
So please make sure the account you sign in PowerPoint has access to the report.
And please also make sure the url you copied is the link for Power Point from Power BI Service.
For reference: Add a live Power BI report page to PowerPoint (preview)
