Is there any way to make Power BI reports available without the client having to be Power Bi Pro?
I know that the link is public, but I have no intention of using it because it is open and runs the risk of someone having private company data.
I would like to provide the login and password so that the client can open the reports, but I only saw the option if it is pro.
Would there be any safe way to do it without the customer having to purchase a pro license?

I have a project ready that I have to make the same report available to 40 people, but as financial resources are limited, that's why I sought help here.
Actually the alternatives of the plans below I tried to understand the Power BI Premium per user, but I couldn't see the advantage of buying once I have the pro. I figured Power BI Premium per user would solve the problem, but I've read correct me if I'm wrong.
Power BI Premium per user I have to have a Pro license to use the premium one, right?
And even buying Power BI Premium per user, my customers will need to purchase the pro license to see the reports, right?

You don't need to buy Power BI Premium Per User license. It will not help in your scenario. If you place a report in a Pro workspace, you can share it with other users who have Pro or Premium Per User license. If you place a report in a Premium Per User workspace, you can only share it with users who have Premium Per User licenses. This will cost more and won't help because you don't need to use the additional Premium functionality.

If you want to share a report with customers, both you and your customers need to have a Pro license.
If you have Premium Per Capacity license, you can share reports with users with only free licenses. But it will cost much more and provide a lot of functionality you don't need at present.
