Self Service Issue

We've started self service in our firm but we are giving data to parent company another tenant. So request is giving them dataflow gen1 from fabric so users can login in Excel through get data > dataflow connect to workspace get the dataflow recently started they able to see but from this morning they are unable to see the dataflows our tenant is different they're tenant is different, we gave them access to workspace as a viewer i have checked for me it is coming into Excel. They unable to see the dataflows what could be the reasons i've checked from my side like viewer access to workspace and dataflow present in there and still finding issue.
~please help me on this.

Thank you for outlining the situation. When external users attempt to access a Dataflow Gen1 via Excel, there are specific requirements beyond the standard workspace viewer role. Excel uses the legacy Power BI dataflow connector, which requires external users to have build permission on the dataflow itself. Viewer access on the workspace is not sufficient for the dataflow to be visible in Excel. Please review the dataflow’s permissions in the workspace and ensure that guest users have both read and build access assigned directly to the item.

 

In cross-tenant scenarios, tenant-level Power BI settings also determine whether external users can view or use dataflows. Power BI admin settings must permit external sharing, guest access to content, and allow guests to build on items, regardless of Fabric guest settings. Any recent changes to these settings could explain the change in behavior. Additionally, verify that external users are active guest accounts in your tenant and are signing into Excel under your tenant’s directory, as signing in elsewhere will result in an empty dataflow list.

 

Excel caches workspace and dataflow lists, so permission or tenant setting updates may require users to close Excel and clear the local Power BI cache for changes to take effect. Updates to conditional access or MFA settings can also impact dataflow visibility in Excel. Once build permissions are added, tenant settings verified, users sign in to the correct directory, and Excel’s cache is refreshed, dataflows should consistently appear for external users.

@chaitanya1 , I am assuming you have created external users and given them access to on workspace for development. Max is sure following settings are "Enabled"

Also, make sure that permissions are still there at the item level, check the share setting
