Hello,
I am testing access to my published Power BI dashboard. When I test links to the report that I've sent to non-licensed Power BI users, they are able to launch my dashboard and interact with it (filters, etc.). However, one test User, who has his own Power BI license, is getting this error message (below). Is this because he's part of a different licensed Organization that he gets this error message? Do I have to set this User up officially in my Organization in order to grant access? I'm hoping there's a simpler way to grant access to avoid making my Administrative/User Management duties too complicated.

If you have an external user (out-of-organization tenant) you should add him to Azure ad .
