In the past (If i remember correctly), a User when using a filter in the filter pane, could start typing in the search box of a filter and the select all would be at the top so you could 'select all' remaning selections that you're search is narrowing down to. Or just call me crazy, maybe it never worked that way.
Example where it helps, I have a hundred sales offices in the US, i want to filter to each of our Texas ones (say 25 offices) and I type TX in my sales office filter to narrow the search, then click select all so i don't have to tick off 25 times selecting each them.

I am not aware of any previous differences in how the filters worked
(since 2017 working with the tool)

Meanwhile, I recommend collecting your categories into a group and subgroup, then allowing the group to filter the subgroup and reduce the list
