The behavior you describe is by design. When you choose Show value as > Percentage of column total in Matrix, it has same effect as that you create a measure using the Dax below to calculate the pecentage.
Measure = COUNTA(Table1[Incident])/CALCULATE(COUNTA(Table1[Incident]),ALL(Table1))
See Records can't be used when your visual uses a calculated measure.

Let me provide the written detail.
My Matrix visual displays the number of Incidents of each type.
Within the Matrix visual, if I right click a number, I'm presented with 4 options, the first being 'See Records'. Selecting See Records opens a new tab with a table showing the underlying records.
All good upto now.
In my Matrix visual, I want to see a percentage in my values, not a number. To do this I use the drop down menu on the value 'Incident' and select Show value as > Percentage of column total.
Within the Matrix visual, If I right click a %, I'm presented with only 3 options. The 'See Records' option is no longer available.
My question is: is this by design or do I have to do something different?

The behavior you describe is by design. When you choose Show value as > Percentage of column total in Matrix, it has same effect as that you create a measure using the Dax below to calculate the pecentage.
Measure = COUNTA(Table1[Incident])/CALCULATE(COUNTA(Table1[Incident]),ALL(Table1))

I'm having difficulty understanding your question. Can you please rephrase?
It sounds like you have a field that has some numbers and some non-numbers and you only wish to show rows that have values that are a percentage? Is that correct?
