Scrolling in Containers
How can you scroll within containers of grouped visuals? https://docs.microsoft.com/en-us/business-applications-release-notes/April19/business-intelligence/power-bi-desktop/object-grouping

I have no idea, but know that the Office like toolbar will be getting in December (if not mistaken) maybe then this feature will also be a part of the new experience.

The grouping part is implemented but believe that the scrolling part will be introduced previously, not yet in place.
