I wonder if I can change the color of one the axis-y lines. I need to put a different color when the value is 60.

As I know, there is no Conditional formatting in the Scatter chart in Power BI.
I usually do this :
Add the same Filed in Lexand (The filed use for the X-Axis), then in Visual format disable the Legend and change the Shape and color of the value based on the color I want :
It needs to have a particular value in your data (60) and set it
