First you have to make sure your data is already in Power BI, you can refer to the links below to connect to the corresponding data source in Power BI Desktop and load the data into Power BI.

Next, you can refer to the following blog to create a scatter chart. Also, I have created a sample pbix file(see attachment), you can open it to see how it was created.
