Scatter Chart two measures for size

I'm trying to create the following visual. I'm hoping to use the scatter chart and put the two values in the size field, but can't quite figure it out. The outer circle will remain fixed at 100% and the inner circle will be a measure that will range from 0 - 100%. Please can you experts help with this?

    HI badger123,

     

    Measure can't used as axis to expand records, you need to at least one category column to help measure calculate on different level of records.
