SAP PW Technical content not accessible

Helper II have often been to BW shops that have not activated the Technical Content InfoProviders. As a consultant, I go to many BW shops, and that is the first question I ask: what kind of info is available form Technical Content? - often they just don't have it, which is unfortunate because so much valuable info comes from it.
