Running Total - Not Showing Cumulative Amount

Hi,

 

Any idea why this isn't showing the cumulative total but rather the grand total. Must be related to the date.

Running Total Hrs =
CALCULATE (
SUM ( 'powerbi114 view_finance'[Hrs] ),
FILTER (
ALL ( 'powerbi114 view_finance' ),
'powerbi114 view_finance'[carer_id]
= EARLIER ( 'powerbi114 view_finance'[carer_id] )
&& 'powerbi114 view_finance'[date] <= MAX ( 'powerbi114 view_finance'[date] )
)
)
