Row Level Security Error - Table Downloads

I have Row Level Security settings and when the report is viewed by each individuals security settings the tables are displaying the correct information.  The issue is when they download the table, it shows all data and not the Security Level.

 

Anyone know why this would happen?

BTW:  When I test it in PowerBI Desktop it works correctly, it only happens when on the PowerBI web based upload report.
