I created a dashboard which consist of a summary page and a detail page. I would like everyone be able to see summary page without applying any RLS but in detail page, I would like to apply RLS to every reginal manager. Is that possible to apply different RLS to different reports that is on the same dashbaord?

RLS is applicable to Dashboard also.
In your case, you can create two separate roles in your Power BI model - one role with RLS applied for the regional managers, and another role without RLS for everyone else. Then, you can apply the roles to the respective pages of your dashboard.
However, Dashboards are not available for testing using the Test as role option.
