Reverse Filter?

I am working on a report that lists different locations as well as categories of training, and returns how many people we have working at said location, and how many of them are trained on whichever category (IE of the 35 people working in Location A, 22 are trained in Category B).

 

I'm trying to add a table to list the people who are NOT trained on the selected category. Is there a way within PowerBI to have it filter normally on the location data, but then return those who do not meet the filter on the training category? Everything I've been able to find so far has returned everyone who does not work at the selected location and doesn't have the selected training.

 

For reference, the data is layed out in three main tables: One that lists all necessary training categories by location, one that lists all active users by location, and one that lists all completed training by users. A couple of simple tables (lists, really) are used to tie the data model together and serve as the filtering points: One for locations, one for training categories.

 

Any ideas how to acheive this would be greatly appreciated.

According to your description, here are my steps you can follow as a solution.

(1) We can create a table.

User Table = VALUES('Table (2)'[active users])

(2) Creating Model Relationship.

(3)We can create a calculated column.

Flag = IF([active users] in VALUES('Table (3)'[completed users]),0,1)

(4) Then the result is as follows.

If the above one can't help you get the desired result, please provide some sample data in your tables (exclude sensitive data) with Text format and your expected result with backend logic and special examples. It is better if you can share a simplified pbix file. Thank you.
