Return value for blanks in Power BI Matrix

Dear Community,

 

I have created the below Power BI Matrix with filters to select the below financial years and using the Area of Law as rows and revenue as values.  I was hoping that if I created a measure such as: 

if(ISBLANK(maindata[Dax Revenue in AOL]), "--", maindata[Dax Revenue in AOL]) that the cells with blanks where there is no revenue would display -- rather than be empty but it didn't work as intended and I can't figure out why. Could you please let me know if there is a way to accomplish having the matrix return -- as a value for the cells that are blank where there is no revenue in that area of law for any given financial year?

Not quite what you asked for but if you add +0 to the end of the [Dax Revenue in AOL] it will return 0 instead of blank.
