Resource busy times over a day

Hi

I'm trying to build a chart that shows what procedures are taking up a resource's time throughout a single day. Kind of a timeline, but for a day. Procedures are composed out of steps. In the best case the result would look something like this:

I've tried a number of timeline and gantt visualizations, but they all seem to be focused on days and are quite rigid in terms of bending em for my needs.

Is there a way to build a visualization like this? It needs to be precise to the second of utilization.
