If a table (visual) is void of data, the mouse cursor changes when hovering over the column dividers as if the column's width can be changed, but clicking and dragging does nothing. If data is present in the table, clicking and dragging will allow the user to resize the column width.
I suggest either allowing clicking and dragging to work in both situations, or avoid changing the mouse cursor when perceived function will not work. The latter solution offers consistency, but the former solution is probably best (meets intention and user expectation).
