For color formatting, you can try to create a measure and use it in conditional formatting like so:

Can you please share a sample of what the data table looks like that you have to work with? We can't really help without knowing what that looks like and I'm a visual person, so I know you tried to desribe but in this case a table is worth a thousand words. 🙂
