Ho ca I achieve this color for data label , it means, when the values inide, the color is white, othewise, the color is black or another color.

That's just the default behavior in Power BI. See below, when I have the bars small enough that some are inside the bar and some are outside you see white and black font:
When I made it larger, it went to all outside and all black:
