Reports and dashboards editing with two administrators

Hi everyone,

If the organisation Power BI has two administrators, can one of the administrator creates a report and block the other one to edit and view it?

Let's say company X has two Power Bi pro administrators A and B. A builds a report and share with other users, can B view and edit the report even if A didn't share it with him?

Also a user D who is not an administrator builds a report and doesn't share it with the administrators, can the administrator edit and view D's reports?

You need to be an admin of app workspace, then you can assign/cancel permissions of others in your app workspace, please refer to doc below:
