I have this report, when a user clicks on a card, he wants to be sent to another report page.
this reports will be published on power bi service.

Cards does not have such a redirect property. As as workaround you can follow below steps to achieve what u want.
1. Select and create a rectange from shapes on Page where you have your cards.
2. Set the size and position in a way that it overlaps your card. Keep both card and rectangle of same size.
3. Navigate to set properties for rectangle. Set the transparency to 100% for both line and fill under format shape section.
4. Now navigate to the page which you want to load on click of the card.
5. Once you are on that page, create a new bookmark.
4. On your first page. Select the rectangle and enable Action for rectange.
5. Select the option Bookmark and select the bookmark created earlier.
