    I found my own solution by updating the inner measure [Transaction Count]. This will summarize transactions that have the same comment but individually count transactions that have distinct comments.

    [Transaction Count] =
COUNTROWS(
    SUMMARIZE(
        Transactions,
        Transactions[trans_id],
        Transactions[comments]
    )
)
