Replace the blank cells with below value in column

I need help on the below:

I want to replace the blank cells with below value as shown above.

Open the table in Power Query, select the columns where you want value from lower cells - Transform menu - Fill - Fill up

It's not working.

In Power Query, select those columns - Transform - Replace values - leave Value to Find as it is but put following in Replace With

null

OK - This will replace all blanks with null

Then you can do the steps of Fill up.
