Is it possible to remove selected matrix value lines but keep their subtotal figures as per the below image.?

You can possibly achieve this by using "Per row level" subtotal settings.
Please play around with the below 2 circled properties in Format > Row subtotals to achieve what you need.

According to your statement, I think you want to hide some result of [ExtraHour] in specific level in matrix visual.
As far as I know, Power BI current doesn't support us to achieve this goal.
I think [ExtraHour] should be a measure or a column in matrix value field. You can create a new measure with IF function to let it show blank when ID = 2022100.
