This is a known issue, and engineers are working on fixing this issue.
As workaround, you can start by using File->Open workaround will restore layouts unless you saved this PBIX with reset layot.Hope it helps,

FYI who encounter similar issue as above. It turns out could be due to the October update release. The issue has been reported under issue section.
