This depends on what you mean by updating a data set.
Basically, if you are creating a report for your own use only, you can leave it on the desktop.
A Service allows you to share reports with others.If you mean a change that you want to initiate (a measure, column, table for data has been expanded, permanent visual changes, etc...) then a PBIX file is acceptable.
When you have made changes to your desktop PBIX file, you need to reshare your PBIX file to Service.
The term "update" refers to refreshing the data as a result of a change in the source of the data.
You have added orders to an order table, for example.
Depending on the type of data source, this is a refresh operation that needs to be defined in the service.Visit the following link for more information:

Post ProdigyWhen you say Service is a platform for sharing and viewing it how come I can edit it? At what point in this process dataset get created?

I just changed the chart bar colors in my report (PBIX file) using my Power BI Desktop. After I saved the file I published it to the service and I can see these changes so this is good.
I went to see if the chart colors are updated on the dashboard and it is not. How does the tile get updated? I tried to refresh it using the "refresh visual" see attached but that didn't do anything. I also tried to refresh the page but no luck. I know I can just remove the tile and repin it again but I am curious as to why the update didn't take the place.

The only way to update a tile you changed is to remove it and repin it. The icon that appears on your picture as F5 updates the Data (not the visual changes).

so are you saying that the tile on the dashboard if the visual change needs to be repinned but if it is only a data update it can be refreshed?
