Read-Only View for Reports not Working

I have a couple of PowerBI reports I published and got a SharePoint link. But when I send those links out, some folks can see the reports but others are prompted to buy a license.

What is the best way to publish a report that everyne in the company can see? I don't want people to have to get a Pro license.

They have to either be licensed or you need to use Power BI Premium for viewers without licenses to view. It is a service that is provided, there is not a workaround for having to pay unless you publish the report publicly, which if it's private data I don't recommend--
