Rank Duplicates values in a sequence

I Need to find the Below result by creating a measure
For every Duplicates rows it is showing sequence 

I have created calculated column but not able to create a measure

Calculated Column:

Ranking = rankx(filter(table, userId = earlier(table[userId]) && date = earlier(date)), table[userId] + table[index],,asc,dense)

Requires a measure

Any help will be appreciated
