First of all, you have to have editing rights for the report. What each role can see depends on your rules.

You can add multiple values as follows in RLS formula
[Columnname] IN {"Item1", "Item2"}

@Anonymous RLS does not cover column level security. For that, you will need to use the CLS pattern or OLS in Tabular Editor.
