RLS with same user for multiple groups

Hi All,

I have a 3 page pbi report. I wanted to apply RLS on 3rd page which I created by referencing the tables using Power query.
One of the tables has Group Details like HR, Finance, Admin, etc, and one guy(Let's name him X) is the group head for both Finance and HR. Upon applying RLS on the 3rd page I assumed that X could see data of both groups but he could see only Finance data and not admin data.
How do I resolve this issue?
