I have 4 pages in a report:

Water, Fire, Air and Land

If UserA sees the report he should be able to see only Water, Fire and Air pages.

If UserB sees he should see Only Land Page.

Note: Not using Dynamic Page navigation. This is Page level security.

The best way to do this would be to split into two reports that use the same dataset. You can then share them separately or use the new Audiences feature so that users see only the content to which they have been given access.
