This is an expected behaviour of Power BI if dynamic RLS is used. Dynamic RLS is when you use userprincipalname().

You will need to configure and create rls roles in order to cover the scenario where users need to see all data.

Thank you @amitchandak, for your insights.

Users who are not assigned to any RLS role will encounter an error, as Power BI requires each Viewer to have a role assigned once RLS is set up. To resolve this, make sure users are added to the correct RLS role in the dataset’s Security settings.

@Poojajunnu , if you have created a dynamic RLS role(with userprincipalname), they will not see data. If this has been used only in measure, they should not see data for that measure.
