    If danextian solution does not work, (it should), try this!

    Difference is I speced out the distinct count measure inline. 

     

    Outcome Distinct Count =  
var _dc = CALCULATE( DISTINCTCOUNT(Table1[outcome]))

RETURN SUMX( VALUES(Table1[Report ID]), _dc)
