Hi Sirhawk3017 - I have attached pbix with created new measure for determine quartile boundaries.(1,2,3) , i have choosen a table FM BDC , may be if it is a different table, please check and change.

Helper IIrajendraongole1 definitely on the right track. I can do it in excel but it's hard to do it in BI especially since the YTD is a measure. Here's what I did in excel. Column I is the expected outcome.
