I have a table of projects which I'm focusing on 3 columns:

Currently I create a slide to demonstrate the launches manually:

I was able to create a similar visualization using a matrix:
But is there any way to make the 4 quarters always appear? In the photo the ideal would be that Q3/20 also appear.

there is no such functionality out of the box in power bi. You might be able to squeeze something out of this visual:

There is the Visio visual in Power BI which you probably could use, but the licensing cost of Visio is rather prohibitive.
Another possibility is this 'no code' visual designer: https://charticulator.com/
The examples are not similar to your requirement, but it might be possible to do what you are trying to do.
And off course, there is option of coding your own visual, if you are a seasoned javascript developer.
