Publishing the PBI

    You need to publish it first so you will be able to share it.

Yes you can.

"What are my publishing options?"

You can publish it publicly or within your organization or only show it to specific people.

"Can the user filter the visual i provide in the dashboard if i dont provide a specific sliser or antoher visual at that report ?"

As long as you have a slicer provided, they can filter the report. Also, they can also filterr the visual using the interactions feature Power BI which is really nice.  Lastly, you can show the filter pane and allow them to use it. You have options.
