Please advise if i can publish the dashboard i created and distribute a URL to watch it.
What are my publishing options?
Can the user filter the visual i provide in the dashboard if i dont provide a specific sliser or antoher visual at that report ?

Answer:
you could publish reports to public website, then you will get a url, share the url with users, anyone can view your reports via the url.

If you want only specific users to view your reports, share reports or dashboards in this way:
https://docs.microsoft.com/en-us/power-bi/service-share-dashboards
Then users will receive a url to access your reports/dashboards.

Yes you can.

You can publish it publicly or within your organization or only show it to specific people.

As long as you have a slicer provided, they can filter the report. Also, they can also filterr the visual using the interactions feature Power BI which is really nice. Lastly, you can show the filter pane and allow them to use it. You have options.

I'm not clear about your scenario.
I assume the following situation:
1.
you create a report using Power BI Desktop, then wnat to publish online.
