Hi All,
I created a support ticket with Microsoft and they asked us whitelist the web pages. And that worked. Thanks for all the help.

I'm assuming these users have a pro license. Have you tried raising a ticket to MS?
Enter something. For example: ticket.
Contact support button should appear at the very bottom

Solution Sage
Hi vasu,
Based on your description, this appears to be more of an authentication, network, or regional connectivity issue than a Power BI Desktop publishing issue, especially since the same users can successfully publish when connecting from the Americas region.
A few things to check:
Verify that users in the Mumbai region can access the Power BI Service without any proxy, firewall, or VPN restrictions.
Ensure they are using the latest version of Power BI Desktop, as older versions can sometimes experience authentication or publishing issues.
Check whether your organization's firewall or network security policies are blocking access to specific Microsoft endpoints required for publishing.
Review the Microsoft 365 Service Health Dashboard to see if there are any ongoing issues affecting the India/South Asia region.
As a troubleshooting step, have an affected user sign out of Power BI Desktop, clear cached credentials, sign back in, and try publishing again.
If you're using Conditional Access policies, verify that there aren't any location-based restrictions preventing publishing from the Mumbai region.
For more information:

Power BI URLs and endpoints: https://learn.microsoft.com/power-bi/enterprise/service-admin-portal#allow-list-urls
Could you also clarify:
What is the exact error message shown in the screenshot? (The image isn't visible in the post.)
Does this affect all users in the Mumbai region or only a subset?
Are the users connected through a corporate VPN, proxy, or firewall?
Which version of Power BI Desktop are they using?
If the issue is isolated to a specific region and persists after the above checks, I'd recommend opening a Microsoft Support ticket and including the correlation ID, timestamp, and the full error message from the publishing dialog. This will help Microsoft trace the failed publish request.
