Publishing app with RLS

So I have created an app on Power BI and right now individuals have to request access from me, would this be a possible scenario if I make the app read only for every person in the organisation (without them having access to that specific workspace) and a report within the app still being able to perform the RLS so restricting the data based on who's accessing the report (using userprincipalname) ? 

 

Because its really long adding every single individual and giving them viewer access to a workspace, so I want to know if they dont have viewer access to a workspace but the app created has been allowed to the entire organisation, would that work?

I think you could potentially have people access apps in workspaces they do not have access to, but I'm not quite sure about RLS. You might have better luck finding an answer by asking for it in the correct section of the Forum (Service).
