So quick question about pro licensing. Right now we do not have any, but have several E1 to E3 licenses for Office. I know I can upgrade to E5 and get Power BI Pro, but I can also just do $9.99 per user/month and it is $15 cheaper. Is there any advantage to E5 over the Power Pro BI? The other question I have, and I dont want to assume, is that if we get 5 licenses that means that 5 people can use Power BI at a time no matter the person as long as they are in the tenant, correct? So if we have 5 and there are 5 people in using those licenses, a sixth person could not get in until one of the original 5 got our, right? Or are licenses assigned to an account?

It depends on your requirement. If you are more like to use power bi, I would recommend you to purchasae pro license separately and O365 E3 license. E5 license makes some improvement on O365 suite. About the difference between power bi pro license and O365 E5 license, please refer to this guidance: https://docs.microsoft.com/en-us/power-bi/service-admin-purchasing-power-bi-pro . In addtion, licenses is assigned to power bi account in O365 admin portal, not be assigned to people, device or IP address.
