Premium Per User workspace
I have upgraded my PB license to a PPU on free trial and created a PPU workspce with Power BI reports. I notice when I download the pbix files from the workspace, the file becomes much smaller. when I click data transformation button, I was asked to create a local model and shift to direct query model.
I understand with a PPU setup, the data mode is now stored on cloud. Which also means as a developer, to make change in Power Query, I can not simply download the report from workspace and open the queries.
Is that correct?

For downloading a report .pbix file, two modes are available. You said that the size of the report you downloaded is very small, so I think you chose the live connection download method. You cannot enter Power Query to modify data for reports with live connection.
Please choose "A copy of your report and data(.pbix)" option to download. It will contain data. If you need to enter Power Query to modify data, it will prompt you to enter the correct credentials. At this point, you enter your credentials to see the data.

If you are connecting a dataset from Power BI Service, and the connection mode is Live Connection by default. In Live Connection mode, the report is connected to a complete data model, so you cannot modify the data. Then you said to switch to Direct Query mode, here is the official documentation to explain that the Direct Query of dataset is invisible in Power Query.
