I have a power bi report where I have more than 10 customers. Is there any way, I can share the same file with each customer and they cannot view other customer data.
I know about RLS but the customer don't want to buy the license for viewing the dashboard.

How do you want to share the file?
If you share a report through Power BI Service, the report viewers need a Power BI Pro license to see the report. Only when the report is in a workspace which is held in a Premium capacity (not Premium Per User), you can share this report to users with free licenses.
Another method to share a report to users who don't have Power BI Pro licenses is to use Publish to web from Power BI feature. However this feature has many limitations and considerations that you need to consider them in advance. If you use this feature, you can only create one embed code for each report. So if you want 10 customers to view their own data, you need to create 10 copies of this report with different customer filters in the reports. Then create embed codes for these reports and share them separately.
