You can change you default mail on computer setting, change it to outlook, you can refer to the following link.

Then when you click the button , it will open the outlook.

Well I know that,
But for other End Users, who are using the report, they might not have Outlook as default mail application and it won't work.
Can I force a button to open NOT the default but OUTLOOK only?Why the requirment for "Outlook"? as what happens if a client PC doesnt have Outlook installed? isnt it better to use the client PC's default mail app.
It's a company report and veryone has and uses only OutLook, but nobody has it as default. ¯\_(ツ)_/¯
