yeah you can achieved this with the help of tooltip option. but tooltip is not interactive you can just see the data you cant click on it hover on it you cant scroll down.
make sure you visual is compltely fits under you tooltip window.

You can use set a page as a tooltip.
Then in your main page set the tooltip of the visual to point to that page.
