Power kpi matrix

Hello!

I'm trying to use this visual but i cannot understand how some things work and what kind of format it should have...

I need to understand how  "KPI indicator index" and "KPI indicator value" works, for example.  It's a lot of confuse understand the visual without any video or tutorial.
